Historical instrument library. These seven items are the Phase 1 treaty-and-statute register. The 1797 Big Tree agreement and 1990 Settlement Act are not presented as ordinary ratified treaties. Interpretation controls

Identify the actual instrument

Distinguish treaty, private land transaction, congressional statute and judicial interpretation. Verify treaty signatures, ratification, proclamation and amendments rather than collapsing them into the same category.

Separate original geography

Historical Buffalo Creek reservation references are not the same as the modern restricted-fee casino tract. Current land status requires the correct federal determination and surveyed legal description.

Track the governing provisions

Read the provisions alongside subsequent lawful instruments, statutes, court holdings and the Nation's current governmental texts.

Preserve opposing views and limitations

Records of disputed consent, private conveyance, historical removal and Indigenous governmental perspectives remain material to interpretation. Phase 1 is not a certified title chain.
