Readiness determination: platform prepared; Phase 2 activated October 18, 2026. The project can now receive structured Phase 2 work packages, attach parcel/source evidence and publish qualified outputs through controlled releases. That does not mean the operative gaming compact, legal status of any individual Buffalo parcel, building code, contractor rules or finance conditions are verified. Phase 2 IT-R01/IT-R02 public-source work is active; paid records, counsel, outreach and transactions require distinct approval.

Phase 2 is not complete

Source and authority gaps are documented in 15 Phase 1 open issues and the October 14 checkpoint. IT-R01/IT-R02 interim checkpoints are active; remaining eight work-package completion gates and missing instruments remain open.

Research authorization packet

This gate records the questions and supporting records needed for the active Phase 2 public-source assignment without repeating Phase 1 work.

  1. Identify the selected IT-R01–R08 package and the precise question, territory, parcels and entities under review.
  2. Limit collection to permitted public sources unless paid records, counsel, or outreach are separately approved.
  3. Capture original text, exhibits, dates, jurisdiction and exact citations; preserve adverse/uncertain evidence and source IDs.
  4. Produce an updated workbook and a written analysis with verification categories and an explicit list of unresolved documents.
  5. Apply legal-status/title gate: no investment or financing opinion from tax-roll data or incomplete DOI/legal-description records.
  6. Apply Golden Eagle OS ICM QA: reviewed changes, versioned source records, approved publication, and a developer-log / research-log checkpoint.

Proposed first research sprint

IT-R02 — Buffalo parcel and federal-status evidence. Start with the federally recognized casino tract description and the parcel-specific record requirements for 5 Miami and 124 Chicago. Treat the 2023 DOI designation as described in a pleaded record until the original instrument is retrieved; separately verify any new litigation orders. IT-R02 is now active. The original DOI instrument, deed schedules and tract-to-SBL crosswalk remain unverified, and its acceptance gate is not satisfied.
