Research Charter and Approvals
Geography, Topics 01–14, approval history, source requirements and recorded phase milestones.
See project scope ↗Cattaraugus Territory · Buffalo Creek Territory · Downtown Buffalo land-status and real-estate questions. This read-only research site provides direct access to the Phase 1 report, evidence registers, and Phase 2 checkpoint; it does not determine title, federal status, jurisdiction, taxation, or development authority for a particular parcel.
Explore the historical record, review controlled future work, and inspect dated research and development milestones. These are dated publication snapshots rather than a live federal land-status database.
Active IT-R01 and IT-R02 source findings, litigation distinctions and governing 2006 agreement — qualified interim public research, not title certification.
Open Phase 2 interim findings →Review all 17 Buffalo assessment and acquisition leads with SBL identifiers, federal-status limitations, open issues and original source links.
Open parcel records →Inspect official county tax-map geometry on demand and distinguish it from historical geography and federal status.
Open geographic desk →Explore seven historic instruments and 66 recorded primary and contextual sources without losing legal-character or citation distinctions.
Open treaty library → · Authority library →Platform handoff, unresolved evidence gates, recommended first research assignment and acceptance checklist. Phase 2 remains paused.
Read readiness audit →Search 131 registered treaty, parcel, source, legal-rule, tax and unresolved-issue entries. Open the precise source or register entry without browsing six large tables.
Search research evidence →An illustrated chronology linking treaty history, Seneca governance, federal settlement legislation, and litigation to the underlying evidence register.
Explore historical events →Phase 1 completion, Phase 2 pause status, eight proposed research work packages, ICM evidence controls and approval gates.
Review project roadmap →A dated, filterable record separating research deliverables, governance instructions, technical changes and published releases.
Open developer log →Phase 1 report, evidence workbook (six tabs), four-map exhibit PDF and charter are present in the established project folder. These are research deliverables rather than deed/title certifications.
IT-R01 and IT-R02 have qualified interim research checkpoints, including the SEC-filed 2006 agreement and the October 14 federal remand. Original DOI decision, deed schedules, exact tract-to-parcel crosswalk, operative 2026 compact and additional source gaps remain unresolved.
Each link resolves to the existing Google Drive record. The dashboard does not ingest live Google Drive changes; dated counts and summaries must be refreshed through a separately approved and verified workflow.

Interpretable Context Methodology: stage-specific instructions, explicit inputs, evidence-carrying artifacts, and human approval at consequential transitions. Chat is for scoping and review; authorized work sessions produce saved research and verified readbacks.
Specify territory, parcel, actor, activity, legal issue and expected deliverable. Obtain scope decision.
Locate primary sources; retain provenance and access dates. Do not promote leads into findings.
Capture title, source URL, issuing body, text/version, date and document identifier.
Extract exact provisions, parcel identifiers, assertions and citation pinpoints into registers.
Check controlling authority, conflicts, subsequent developments and unsupported leaps.
Separate rules, adjudicated holdings, allegations, assumptions and transaction-specific gaps.
Verify source links and saved documents; record residual risks and Chairman approval.
Do not resume source-intensive investigation until the research queue and scope are authorized.
Google Drive stores signed-off research documents and workbook registers. GitHub is the canonical source for approved technical code and release history. Golden Eagle OS governs project state and assignments through authenticated, verified workflows. This static public site displays dated content and is not synchronized with private operating systems.
Verified fact; user-reported fact; legal rule; judicial holding; agency determination; party position; inference; disputed; unresolved; recommendation. Each material finding needs a cited source, proposition, date, scope and limitation.
Require legal description, SBL, deed chain, boundaries, federal land-status record, Nation/federal consents, applicable permits, environment, access/utilities, liens, leases, easements, immunity, transferability, financeability and remedies.
