Four source-grounded research notes
Each note identifies the nature of the evidence, what it can reasonably establish, and what it cannot. The full Phase 1 report, six evidence registers, 131-record public index and parcel dossiers are accessible through the Full Research Library. These notes summarize selected issues and show what remains unresolved.

City of Buffalo–Seneca agreement: scope matters
The agreement filed as SEC Exhibit 10.1 identifies the Seneca Nation as a party for specified sections rather than every undertaking. Section 1(t) describes the original Buffalo Creek tract and conditionally treats the Fulton Street section as part of that defined territory if the required federal conversion occurs. Section 9(c) addresses acquisition of additional Buffalo land using Settlement Act provisions to implement Compact requirements for a Class III gaming operation; Section 11(l) contains a survival clause.
Interpretive boundary: The text should not be summarized as a blanket prohibition on all Seneca land purchases in Buffalo. Contractual effect, amendments, related approvals and any application to a particular later acquisition require additional analysis.

The 2015 Buffalo Parcel gaming decision
In Citizens Against Casino Gambling in Erie County v. Chaudhuri, 802 F.3d 267 (2d Cir. 2015), the court affirmed the agency determinations concerning the litigated Buffalo Parcel's Class III gaming eligibility under the Indian Gaming Regulatory Act. The opinion discusses restricted-fee acquisition under the Seneca Nation Settlement Act and tribal jurisdiction.
Interpretive boundary: The adjudicated parcel is not automatically identical to every parcel acquired later. The opinion is not a certified modern parcel map or blanket determination for 5 Miami Street.

Federal notice of the 2023 compact amendment
The Bureau of Indian Affairs notice in 88 Fed. Reg. 88640 states that the Seneca Nation–New York compact was extended through March 31, 2024, with automatic 90-day extensions thereafter, and sets out an escrow arrangement for revenue-sharing payments.
Interpretive boundary: The 2023 notice alone does not establish whether another agreement, further amendment or termination controls as of October 2026. The operative instrument and current status must be rechecked before any legal or financial conclusion.

5 Miami Street: agency review versus construction dispute
On October 8, 2026, the City of Buffalo announced that it had filed a federal suit seeking review of a 2023 Department of the Interior restricted-fee decision concerning 5 Miami Street. The federal case is listed as City of Buffalo v. U.S. Department of the Interior, No. 1:26-cv-02275. A separately docketed construction-related matter is No. 1:26-cv-02279, originating from Erie County Supreme Court proceedings.
Interpretive boundary: The City's description and its complaint assert a position; neither is a court finding that the federal classification was unlawful. The actual 2023 agency decision, controlling deed and updated docket history must be inspected for a final parcel-status assessment. No October 2026 merits ruling is certified here.
